TFS Error TF30170 when create the new repos

Error:

New Team Project Creation fails - TF30170: The plugin Microsoft.ProjectCreationWizard.TestManagement failed during task TestSettings from group TestManagement


Solution:
Goto IIS recycle TFS application pool
